What is Test Bond?

Test bond is the facility where customs allow you to release your shipment under provisional assessment of the bill of entry.

Many times customs have doubts about your declared composition goods.

And customs ask you to provide a test report to justify the composition of goods.

If you are unable to provide a valid test report to the proper officer then the officer has the right to send the sample for the composition test.

It will take a minimum of 20 to 30 days to get a test report from the concerned department.

At the same time, you have the option to release the shipment by providing a test bond.

Test bond will help you to avoid the demurrage charges. Many times customs raise the query on the composition of the item.

For example, If you declare the composition of gods as 60% Cotton 40% Nylon Woven Dyed Fabric at the time of bill of entry filing.

And at the time of assessment or examination, The proper officer raised the query. He has doubts about the composition of goods.

At that time importer have two options the clear the shipment.

First option:- Produces the Test report of said fabric.

Second option: –  Request customs to send fabric for testing and clear the goods under the provisional bill of entry.

To avail of the benefit of provisional assessment, you need to put up a request letter.

The request letter format is given below for you. 

As per your request, The custom will allow you to release the shipment under test bond, and your bill of entry is assessed as a provisional bill of entry.

And mark the sample for testing at CRCL (Central Revenues Control Laboratory).

Normally it will take 3 to 5 weeks to get a rest report from CRCL.

So, to avoid the demurrage charges, you release the shipment under Test Bond.

By using these facilities you can release your shipment from customs without any additional charges. and you can complete your order timely.

IF THE IMPORTER DELIVERS OR CAUSES TO BE DELIVERED TO THE PROPER OFFICER WITHIN ONE MONTH OR SUCH EXTENDED PERIOD OF A DEMAND BEING MADE BY THE PROPER OFFICER A VALID IMPORT LICENSE COVERING THE ENTIRE GOODS MENTIONED IN THE SCHEDULED BELOW, AND

IF THE IMPORTER DELIVERS OR CAUSES TO BE DELIVERED TO THE PROPER OFFICER WITHIN ONE MONTH OR SUCH EXTENDED PERIOD OF A DEMAND BEING MADE BY THE PROPER OFFICER, FOR DEBITING THE DIFFERENTIAL VALUE PROVISIONALLY ASSESSED AND FINALLY ASSESSED AND

IF THE IMPORTER PAYS TO THE PRESIDENT ANY PENALTY AND FINE THAT MAY BE ADJUSTED IN LIEU OF CONFISCATION OF THE SAID GOODS FOR IMPORTATION OF THE GOODS OR PART THEREOF WITHOUT A VALID IMPORT LICENSE, THEN THE ABOVE WRITTEN BOND SHALL BE VOID AND OF NO EFFECT OTHERWISE THE SAME SHALL REMAIN IN FULL FORCE AND VIRTUE.

  1. THE BOND IS GIVEN UNDER THE ORDERS OF THE CENTRAL GOVERNENT FOR THE PERFORMANCE AS AN IN WHICH THE PUBLIC ARE INERESTED

Concerning the above, the Bill of Entry goods is examined by Customs, and samples are drawn for testing for the composition of goods from CRCL. It will take a minimum of 20 to 30 days for the test report.

So we are requesting to your good self to allow us the clearing the goods under Test Bond. If the report from CRCL (Central Revenues Control Laboratory) comes negative as described in the description we are liable to pay the customs duty along with interest before the Bill of Entry is changed final assessment from the provisional assessment.
