What Is the Bureau of Indian Standards (BIS)?

The Bureau of Indian Standards (BIS) is established by the Indian government as per the BIS act 2016.

BIS is implemented to avoid the dumping of low-quality products in India from other countries. BIS aims to ensure the safety of the Indian public.

When you buy BIS-certified products, BIS gives a guarantee of the Quality and Safety of products.

So, Consumers always try to buy BIS-certified products only.

You can check the Products under Compulsory Certification at the official website of the Bureau of Indian Standards (BIS).

Which are listed under mandatory certification?

To get BIS certification, First, you need to import the sample product for testing.

You can import 1 to 5 PCS for testing purposes.

As I mentioned at the start of the article, this is the only way you can import the products without BIS certification.

But remember customs allow sample import only once for the same model.

After completing the customs clearance process of the imported sample product.

You need to submit Form VI along with supporting documents for the new certificate.

You can check the Checklist for Documents to be submitted with the application for registration by clicking the “Check Now” button.

How To Import Without BIS Certificate?

    We need to know something that optical network unit required any specific certificate when we import fiber epon onu in india.

    Epon onu is free from wireless and used at subscriber end . So please confirm what more papers we required for this equipment

    Custom officers demanding BIS certificate for 1GE EPON ONU OPTICAL NETWORK UNIT. He is saying BIS is mandatory for IT products. So please suggest what we to do while products having no frequency and no wireless but still asking for BIS certificate as discussed with CHA.
    Right now at current scenario he is asking for BIS certificate. Sir what we have to do to because still not clear required or not???
    BIS , EPR CERTIFICATE, LMPC etc demanding as discussed with CHA.
    Seller saying we will provide BIS certificate to you then we can pass our goods at customer using BIS certificate provide by the seller.
    CHA saying ETA From WPC for wireless equipments and BIS for IT products.

    We planned to import the structural steel UPN channels having HS codes as 72163110 & 72163120 for the purpose of project continuation because the material wasn’t available in india & also not compliance with quality requirements .
    Fortunately we find a Non-Chinese source to import the material but unfortunately the material doesn’t consists of BIS certification.
    Whether possible Kindly advise the process to import the material without BIS.

  17. We would like to ship a 3 year old used laptop from our Singapore office to Mumbai office. Laptop is for our internal employee consumption and not for resale or commercial use.

    Can you please let me know the exact procedure ( and the import duty charges if applicable)from Indian customs point of view as I am not getting any concrete answers from FedEx,DHL or UPS.

    Also let us know if BIS certificate is mandatory in this case ( I have read that it is not mandatory if it is for personal use).

    we deal in customs auctioned goods. Some Goods are conditional with BIS certificate. Since we are not manufacturer and we trade only to extent of stock auctioned by customs.

      You need to drop a sample for testing with BIS certified lab to get BIS certificate.

    • Hi Jigesh,

      BIS officer don’t visite any foreign manufacturer, First, you need to import your sample shipment for testing, then you need to send it for BIS approval, When BIS approved your Modal then you will receive a BIS certificate with one-year validity, Once when you get BIS certificate you can import the same model whole year.

      Note:- You need to get NOC from Nagpur to import the cylinder.

    I am Mitesh Patel from Gujarat. I am planning to import High bay LED light fixtures from China which are used only for food manufacturing industries – specially for frozen foods industries because of they need NSF (National Sanitation Foundation) certified fixtures. In India non one can manufatcure this type of LED fixtures so that’s why we need to go for china. This is non BIS products and also manufacturer don’t have BIS certificate, but having said that they have following certificates –

    2. UL listed
    3. DLC QPL Listed
    4. CE
    5. D-mark
    6. RoHS
    7. SAA Approvals
    8. emc
    8. TUV certified

    Is this enough to import goods instead of BIS? Please confirm.

    • Hi Dheepan,

      BIS exemption only for a short time period, you need to get BIS after that period.

      For example, if you import goods without BIS on 04/10/2021 but you need to produce a BIS certificate for the same within 90 days.

    We need to import Stainless Steel Plates for trading to an end-user in india. The said grade is not available in india. We have found a Non-Chinese source, the overseas producer has BIS certification for other stainless steel grades but they do not have BIS for that particular grade which we need to import.     We are a USA company that specializes in the management and supply of discontinued Industrial Automation components. We have a customer that we have been working with for years that has many discontinued parts on their production lines. The parts we send them are fully refurbished with a warranty but we are not the manufacturer. Until recently, we have provided a CEC, COO, and invoice for customs clearance with no issues. We are now being told that the parts must have BIS or they will not clear customs. I have contacted the manufacturer and they said that they do not offer BIS on discontinued products. We currently have 3 orders stuck in customs and our customer is at risk of their production lines going down. Please advise what options are available.
